Is there a way to delete files to get more storage space. For example I have a few project no one is working on & I would like to delete these to start a new project. I now there is a button 'Archive Track' but I don't know what it means.

Yep. It's all about managing stuff better and finishing things now :)
Check out these tutorials. They should be a good place to start.
For an explanation on how file space is allocated and works, with tips for managing your space, see - https://www.procollabs.com/tutorials/file-storage-management
If they are your own projects, then 'archiving' won't help you much. But if you have other member's tracks that are archived in your project, then you can delete them. See the tutorial - https://www.procollabs.com/tutorials/track-action-buttons
Deleting the projects themselves will also release all the used space for them. And for any completed projects, you can safely delete the actual projects too. The completed song will remain safely in the Music Store.

If I opt for the free plan, can collaborators upload other than mp3 tracks to my project?

Yes, depending on their membership level. If they are on the free plan, then no. Otherwise, yes. So it's dependent on them, not you.
