If you are using a free account, you can start and run a project of your own. If/when people upload to your project, you're able to download those tracks.
If you want to download music from other peoples projects then you'll need to verify your account, either by purchasing a membership, or by making a $1 transaction via PayPal. It is possible to upload to someone else's project without verifying though, but that's normally only useful if you are submitting something like lyrics.

Welcome to the site. Actually, you don't have to give your card number - all transactions are made via Paypal.
The reason members need to be verified before downloading tracks is just for a little added security. Imagine someone joins the site for the wrong reasons, downloads a bunch of tracks any takes off, then decides to use them as their own, etc. Of course that's not a guarantee that paying members wouldn't do that, but at least ProCollabs can somewhat intervene, should that ever happen.
Also, you get the dollar back as a credit once you are verified. :)
