The legal restrictions on these libraries often state "Proper copyright attributions and credits are required for use". Will those restrictions be enforced on this site?

All members are expected to adhere to applicable laws and to meet other conditions as necessary, such as the terms of a license, when uploading anything on ProCollabs. This is strongly indicated in our terms of service to which all members must agree and abide.
The site also provides the means to give any necessary copyright attributions and credits and we expect those features to be utilized for these purposes.
However, with regard to monitoring and enforcement, it is not our intention to be policing members on these issues. If you are participating in a collaboration or utilizing items from a member's library, it is your responsibility to satisfy yourself that any such terms have been met by your collaborators as it is unlikely to be in your best interest if your completed sound recording were to infringe on the rights of a 3rd party without your knowledge.

No, it doesn't mean that. It simply means that on a routine, operational basis, we will not be auditing members tracks individually or asking members to provide licensing details and evidence for every track that is uploaded to the site. And we will not be performing searches to identify where licensed audio has been used or abused.

Out of respect for potential fellow collaborators, it would be good to have full disclosure on the usage of loops that you did not create yourself such as the case with loop libraries.
There could be a marker that should be ticked upon upload of any files to distinguish these tracks from others just as you would tick a marker for any particular instruments. Failure to disclose this information could potentially compromise the legal status of projects/compositions and those involved depending upon how they are used.
On a more personal level, it may also alleviate any potential conflicts with collaborators who do not wish to work with people who use loops from libraries or with those who prefer to work with musicians who play their own guitars, drums, etc.
While some collaborators may use loops to generate a sketch or outline of what they are trying to create, others may very well rely upon loops to create their finished track(s) which is not unheard of.
While this may seem like a sticky area, collaborators have every right to discriminate when it comes to how they want to create their art.

Some good points on this subject. This could be implemented as you have suggested, at the upload stage of a project track which would then allow the platform to show a marker on the particular track and distinguish it from others.
